What you need is a debit card

Discover. No fees, no fees, no 'setup' fees, no cash advance fees. You do not know if it reports to all 3 offices. You may call and ask whether or visit their website.

If you need a secured credit card, I assume your credit is bad. You will not get the cards free.

Even if you have a great credit you will not find a card with cash advances available.
