Highest Gas Prices

I read Michigan has the third highest gas prices in the nation. Why?

According to this article, there was a problem at a refinery that may have contributed to the increased cost:

Also, I read in the past has always been that MI gas prices slightly higher, because MI requires a special fuel "mix" of the Refiners and is more expensive to produce.
