Low Apr Credit Card

I am in the process of rebuilding my credit. I propose new credit card from my bank all the time. However, I prefer a card with low rates.

I looked http://www.penfed.com. They still have the circulation rate on the CC and it has no time limit. Also http://www.app-o-rama.com lists usually a bunch of 0% APR cards but they have deadlines. Remember that if you apply for a bunch of credit cards that you receive credit inquiries on your report. Disputes with http://www.removemycreditinquiries.org so that your credit score remains high and you keep getting offers low rate card in April. with inquiries on your credit card that makes you look desperate and they will not give you the lowest bids in April.
