Why credit card's annual fee varies from card to card?

I see that American Express was not one, but a Mosaik MasterCard is an annual fee of $ 70. (From the examples that I received.)
Why?

The issuer decides to charge. They are all separate companies so that they decide.

Because they are different lenders. Each lender sets it own terms.
