Virtual Credit Card Processing

Because of some credit problems, I am unable to get approved for PayPal Virtual Terminal service or even a real merchant account. But I need to be able to process credit card orders that my clients call on the phone. Would it be possible in any way to use PayPal money requests sent to myself to enter information from my clients credit card to complete their payment? Or is there a way I can manipulate the legal department to act as a gateway terminal so that I can enter billing information for customers myself? Or such activity went red flags and get my PayPal account end? Thank you pour votre aide.
