Zero Percent Balance Transfer Credit Card Offers

I am studying abroad in Arezzo, Italy from January to June 2009. I am looking for a new credit card that does not charge international transaction fees or at least has a low, low rates. In addition, if there is someone who has an offer zero percent balance transfer that would be great. Thank you for the help!
